Position Summary:

Under the general supervision of the Building Official, this position provides essential front-line customer service for the department through in-person and by answering calls and requests for information concerning policies, application procedures, and other general information. Advises the public on permit requirements, the application process, and is responsible for performing clerical work related to the issuance of all licenses and permits. Maintains building records; calculates, collects, and records all appropriate departmental fees; coordinates daily deposits with the finance department staff; issues and accepts permit applications; reviews applications for completeness and accuracy; verifies contractors’ licenses and insurance coverage; schedules inspection requests; generates reports; and maintains related files and databases.

Duties and Responsibilities:
  • Regular and timely attendance to work.
  • Responds to questions and concerns from the public; provides information as appropriate.
  • Provides guidance to visitors with direction to the appropriate information sources in accordance with established procedures. Serves as a professional and courteous representative of the City to all callers and visitors.
  • Assists the public in filling out forms, supplying information concerning fees, permits, legal requirements, procedures and services provided by the City.
  • Issues permits by receiving permit drawings and applications; checks documents for proper completion; verifies presence of required licenses and insurance; enters applications into computer.
  • Calculates and collects associated fees; routes permit drawings and documentation; prints permits and maintains permit files.
  • Receives and reviews permit applications and building plan documentation to ensure all required materials are included for the plan review process.
  • Processes plans, performs setup revisions and reviews deferred submittals.
  • Reviews and schedules inspection requests; enters requests into computer; and posts requests to the proper inspector’s inspection list.
  • Maintains departmental files including but not limited to: permit files – alarm, taxi, beer and wine, wrecker, parade, assembly, etc; records of inspections; correspondence; and any other certificates as issued by the department.
  • Maintains computer database of permit logs, updates information, and provides monthly and annual financial reports as needed.
  • Researches and communicates the status of permits to applicants.
  • Performs office support services including typing of forms, memoranda, correspondence, reports.
  • Sorts, logs and maintains records and other documents; learns policies, procedures and work methods associated with assigned duties.
  • Prepares and processes administrative documents requiring knowledge of the department’s operations, policies, procedures, codes, regulations and ordinances.
  • Performs other duties and responsibilities as assigned.
Minimum Requirements:
  • High School Diploma or equivalent.
  • Must successfully pass a background check, pre-employment physical, and drug and alcohol screening.
  • Valid Driver’s License
  • Working knowledge of, with the ability to become proficient in, the following systems: Adobe Pro, Excel and Microsoft office Suite.
  • Bilingual in English and Spanish preferred.
  • Research knowledge using GIS, HCAD and FEMA Floodplain, preferred.
  • Understands general construction principles, practices, and sections of Building Code Enforcement, preferred.
Knowledge, Skills, and Abilities:
  • Acquire and maintain working knowledge of laws and government codes/regulations.
  • Acquire and maintain working knowledge of Federal, State and local building codes and requirements.
  • Acquire and maintain an understanding of inspections procedures/requirements.
  • Ability to work effectively under pressure and meet deadlines while responding to colleagues and the public.
  • Understands the functions of all sections requiring permits, such as Water, Planning, Flood, Storm, Fire, Sprinklers, Haz-Mat, Electrical, Plumbing, Mechanical, Health Food and Pool.
  • Ability to communicate effectively, both orally and in writing.
Physical Demands/Working Conditions:
The position is physically comfortable; Sit, stand, move around, bend, reach, stretch, push, pull and remain upright, seated and/or standing, for extended periods in one room. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.
