Performs highly complex human resources-related work in a district or the Human Resources Division. Responsible for one or more human resources program(s).Work requires reviewing, preparing, and maintaining confidential information. Work requires contact with management, employees, retirees, health care providers; and state and federal agencies. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.
Essential Duties:
- Participates in hiring program activities, including, but not limited to coordinating and/or managing job openings, local recruitment events, screening employment applications, and processing new hires.
- Enters and maintains data such as applicant, salary, and benefits transactions using a Human Resources Information Management System (PeopleSoft).
- Coordinates, and conducts employee forums, new employee orientation, annual enrollment, employee wellness initiatives or human resources-related meetings.
- Consults and coordinates with Department management/staff, and governmental agencies regarding interpretation of rules, regulations, and laws to ensure program compliance with state and federal laws and regulations with guidance from Supervisor or Lead Worker. Keeps abreast of applicable rules, regulations, policies and procedures.
- Provides intake distribution regarding questions or complaints from employees, supervisors, managers, districts, and divisions on human resources policies and procedures via computer, phone, or in person. May provide HR support during adverse weather response events.
- Provides guidance to management on sensitive issues in areas, such as substance abuse and employee discipline.
- Review and manage routine and complex medical related employee needs, including Family Medical Leave Act (FMLA) and Americans with Disabilities Act (ADA).
- Performs other job responsibilities as assigned.
Minimum Qualifications:
Education: Bachelor's Degree in any discipline. Relevant work experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications
Experience: 1 year human resources-related experience. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.
Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.
Preferred Qualifications:
- Human Resources Certification- PHR/SPHR or SHRM-CP/SHRM-SCP
- Experience in Employee Engagement
- Strong organizational and time management tasks
Competencies:
Knowledge of:
- Human resources management policies and practices
- Federal and state laws, regulations, and guidelines governing the human resources field.
- Applicable human resources management and information systems.
Skill in:
- Public relations for maintaining effective working relationships with individuals and groups, both internal and external
- Meeting deadlines
- Administrative support practices and procedures to include writing, editing and report writing techniques, recording meeting notes, record keeping and records management
- Prioritizing and organizing work assignments
- Preparing and maintaining confidential and sensitive records, files and reports
- Using computers and applicable programs, applications, and systems.
Ability to:
- Communicate effectively to employees at all levels in the agency
Other Attributes:
- Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; make decisions that support business objectives and goals
Physical Requirements and Working Conditions:
- Sedentary work: Lift up to 10lbs at a time and occasionally carry files/small tools.
- Sitting - prolonged periods of time.
- Repetitive Motion- substantial movement of the wrists, hands, and/or fingers.
- Close Visual Acuity- work includes data/figures; view a computer screen; extensive reading
