The Sugar Land Fire Department is seeking a dynamic, forward-thinking, confident and adaptable leader to serve as EMS Battalion Chief responsible for overseeing, assessing, and delivering emergency department-level medicine to the emergency, wherever it happens. Via a 2080 schedule, and reporting directly to the Assistant Chief of Operations, the successful candidate will bring energy, leadership, and a strategic mindset to this critical role. Provides clinical guidance and serves as chief oversite to clinical operations by providing direction to shift battalion chiefs and captains relating to EMS operations.

The Sugar Land Fire Department is a dual-role fire-based service with 125 providers responding to nearly 13,000 calls for service annually. This position is the face of progress in one of the region's premier agencies, leading a team that excels in emergency medical services. This position serves as a clinical trailblazer, fostering strong collaboration with our medical director, championing new techniques and best practices, and reinforcing a culture of excellence across EMS, fire, rescue, and all-hazard response.

The Battalion Chief - EMS is responsible for the management of personnel and EMS functions of the department. They will analyze, plan, design, implement, and administer EMS programs including protocol for Advanced Life Support (ALS), Basic Life Support (BLS), Continuous Quality Improvement (CQI)/problem resolution, EMS certification, and other education and improvement programs. while working with other personnel and other departments on community-oriented programs. This position will also work with other managers to ensure TDH requirements are achieved, while also ensuring to research, recommend and document best practices to emergency medical services incidents. The Battalion Chief will make recommendations for testing and purchasing of all equipment, supplies required to function during an emergency medical services incident, ensure data is maintained for decision making, partner with the Medical Director in close capacity for continuous improvement., and play an active role in Quality Assurance reviews while using QA data analysis/information to plan for Quality Improvement initiatives.

As the Battalion Chief - EMS, you will:
  • Know and understand TAC Rule 157.11 in regard to EMS Provider licensing requirements. Ensure system in place to receive updates to Rule and act accordingly.
  • Ensure routine and consistent Medical Director reviews and updates to Department EMS protocols.
  • Ensure crews have proper training on updated or new protocols or equipment.
  • Utilize patient care software quality management tool to ensure Quality Assurance (QA) and Continuous Quality Improvement (CQI) through software feedback mechanisms.
  • Identify and monitor data, including seasonal trends, systemic concerns, and individual provider needs to establish training plans to maintain the highest standard of care.
  • Work with the Medical Director and Public Health Authority to ensure City is prepared for any local or nationwide pandemic.
  • Work with Emergency Management and Medical Director to ensure protocols are current and readily implemented for City related emergencies.
  • Work with Support Services to implement new equipment based on EMS protocols and TDSHS requirements. Ensure medical equipment is operable and maintenance is completed.
  • Ensure patient care reports are submitted in accordance with TDSHS requirements.
  • Work with Designated Infection Control Officer (DICO) and crew members to ensure crew members address Infection Control Procedures daily.
  • Provide input to New Hire, and FTO training related to EMS.
  • Maintain proactive working relationship with Medical Director to ensure appropriate New Hire and annual credentialing process.
  • Pro-actively maintain working relationships with hospitals and act as liaison for Department.
  • Develop and manage systems to ensure EMS functions of the department.
  • Ensure the development and delivery of EMS training on various topics.
  • Develop, manage and monitor EMS programs to ensure established protocol for Advanced Life Support (ALS), Basic Life Support (BLS).
  • Ensure Continuous Quality Improvement (CQI) systems and methods are in place and routinely reference data to relay, document and adjust as necessary.
  • Develop and maintain data to relay EMS activity and to establish training required to maintain the highest standards of care.
  • Use data for continued improvement programs.
  • Develop and manage the system to ensure TDH requirements are achieved.
  • Work with Compliance/Community Outreach to ensure personnel are maintaining required certifications and social media are relatable based on time of year and EMS services to community.
  • Serve as contact person for Department when workers compensation incidents occur. Provide internal customer support and assistance.
  • Professionally and actively represent the City of Sugar Land Fire Department at local, county, state, and federal exhibitions, conferences, meetings, seminars, and like events if called upon.
  • May act in the absence of Assistant Fire Chief.
  • Required to work as an essential employee before, during and after an emergency or disaster, whether natural or acts of war.
  • Stays abreast and comply with all City and departmental policies and procedures.
  • Contribute to team effort by performing other related duties as assigned

  • Ten (10) calendar years completed service with the Sugar Land Fire Department or a minimum of twelve (12) calendar years of service for external candidates.
  • Three (3) years of leadership in the rank of lieutenant or captain.
  • Associate Degree -or- 60 credit hours applied towards a bachelor's degree program; bachelor's degree preferred. Verified by an official transcript
  • TCFP Advanced Firefighter or higher
  • DSHS EMT-Paramedic or Licensed Paramedic
  • TCFP Fire Officer II
  • TCFP Fire Instructor II (within 12 months if promoted before October 1, 2025)
  • TCFP Incident Safety Officer
  • ICS 300 & 400 course completion

The City provides all employees annual salary of life insurance and accidental death & dismemberment (AD&D) coverage of one-time annual salary with a minimum of $50,000.
  • LONG TERM DISABILITY
The City provides employees with Long Term Disability in the amount of 60% of your salary (depending on position category) to a maximum of $7,500 per month. Benefits begin after 90 days of disability and may continue to Social Security Normal Retirement Age (SSNRA) if you qualify. LTD is designed to replace a reasonable portion of your income in case of
serious injury or sickness whether on or off the job. Benefits will be offset by any payments from SS, Workers Comp and other income offsets.
  • SUPPLEMENTAL LIFE and AD&D
Employees can elect supplemental life insurance and AD&D coverage up to $750,000 for themselves and up to $250,000 for their spouse; as well as $15,000 of life insurance for child(ren).
  • SHORT TERM DISABILITY
This optional benefit allows employees to receive 70% of their weekly salary, to a maximum of $1,500 per week (tax free), following either Option A: a 30-calendar day elimination period; or Option B: a 7-calendar (injury) or 14-calendar (illness) elimination period, for a maximum of 90-calendar days from on-set per qualifying incident.
  • PRE-PAID LEGAL PLAN
Employees can voluntarily elect to participate in a legal access/assistance plan at a base cost of $7.87 per pay period. Optional plans are also available. (Employee must contact representative directly for rates and enrollment.)
  • DEFERRED COMPENSATION
Employees are allowed to contribute to this optional program at a minimum set by the plan administrator and a maximum set annually by the IRS. Currently the City contracts with 2 administrators for this program: Dearborn & Creggs ($50 per month minimum contribution); and ICMA-RC ($1.00 per month min. contribution). The maximum contribution for 2023 is $19,500
and $6,500 for age 50 + catch-up.
