Definition

The Internal Services Director provides executive leadership, strategic planning, and operational oversight for the City of Missouri City's Fleet Services and Facilities Maintenance divisions. This position is responsible for managing capital assets that support internal city functions, ensuring service efficiency, regulatory compliance, and optimal lifecycle management of city-owned vehicles, equipment, and buildings. The Internal Services Director reports to the Assistant City Manager/Deputy City Manager.

Examples of Work

Strategic Leadership and Administration

  • Direct the overall operations of Fleet and Facilities divisions, including staff supervision, budget development, and long-range planning.

  • Develop and implement policies, procedures, and performance metrics that align with City goals and best practices in asset management.

  • Advise executive leadership on major capital investment, infrastructure planning, and operational improvements.

  • Coordinate with other City departments to align internal services with evolving organizational needs.

Fleet Services Oversight

  • Manage the procurement, maintenance, and disposal of the City's fleet, including police, fire, utility, and general government vehicles.

  • Ensure compliance with federal, state, and local regulations governing vehicle safety, emissions, and fuel efficiency.

  • Develop and maintain preventive maintenance programs, fuel systems management, and fleet lifecycle tracking systems.

  • Explore and implement innovative fleet technologies, including electrification and sustainability initiatives.

Facilities Maintenance Oversight

  • Supervise maintenance, renovation, and repair of City-owned buildings and facilities.

  • Oversee building systems management (HVAC, electrical, plumbing, security) to ensure operational efficiency and safety.

  • Manage contracts for custodial, security, and major facility construction/renovation services.

  • Ensure ADA compliance, safety inspections, and adherence to building codes and energy standards.

Staff Leadership and Development

  • Lead, mentor, and evaluate team members; foster a culture of accountability, continuous improvement, and customer service.

  • Promote training, development, and succession planning within both divisions.

  • Maintain effective communication with elected officials, department heads, vendors, and the public.

Education, Experience, or Certification

Education

Education: Bachelor’s degree in Public Administration, Business Management, Engineering, Facilities Management, or related field. Master’s degree preferred.

Experience

At least 7 years of progressively responsible leadership experience in fleet or facilities management, with at least 3 years in a supervisory or executive role.


Supplemental Information

Certifications (preferred)

  • Certified Automotive Fleet Manager (CAFM)
  • Certified Facility Manager (CFM) or equivalent
  • Project Management Professional (PMP)

Knowledge, Skills and Abilities

  • In-depth knowledge of municipal fleet and facilities operations.

  • Strong fiscal management skills including budgeting, cost analysis, and asset lifecycle planning.

  • Familiarity with CMMS and fleet management software systems.

  • Ability to lead organizational change and promote sustainability practices.

  • Excellent interpersonal and communication skills with the ability to collaborate cross-departmentally.

Working Conditions:

  • Primarily office environment with routine visits to fleet maintenance shops and city facilities.
