Position Information


Do you want to work in the exciting field of roadway schematic design? Do you want to work with and LEAD a group of professionals that guide roadway schematic design for roads and highways in the greater Houston area? The Advanced Project Development (APD) section at TxDOT's Houston district is seeking a SCHEMATICS SUPERVISOR to work at the HOU District office.

As an APD SCHEMATICS SUPERVISOR you would lead a group of transportation engineers, engineers in training and transportation specialists in developing schematics for proposed projects throughout the six-county region including interstates, state highways and farm-to-market roads, manage consultants developing schematics, negotiate and monitor contract work authorizations, and conduct feasibility studies. You would coordinate with multiple subject matter experts, consultants, and offices within and outside of TxDOT. You would also participate in public engagement events and coordinate with community organizations and elected officials. The person selected for this role must have EXCELLENT communication skills, organization skills, and engineering knowledge and experience, preferably in the schematic field. Position Description


Supervises personnel engaged in transportation engineering work in one or more functional areas such as planning, design, construction, transportation/traffic operations, maintenance and bridge inspection. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials, private entities and/or contractors. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

  • Advises staff engineers.
  • Coordinates with area engineers on design and plan preparation.
  • Coordinates with utility companies, attorneys and governmental representatives to accurately depict the highway project's impact on adjacent properties.
  • Develops and monitors budget.
  • Makes presentations and represents TxDOT.
  • Monitors consultants' progress and work quality: checks invoices and associated documents; prepares supplemental agreements.
  • Monitors contract performance, evaluates contract deliverables, reviews billing documentation, monitors the consultant's compliance with the terms of the contract. and/or prepares and delivers a written evaluation of the consultant's performance.
  • Negotiates fees and budgets, develops and negotiates scopes of work, negotiates contract work schedules, and negotiates other contract agreements.
  • Represents the Department at meetings, conferences and related activities.
  • Performs other job responsibilities as assigned.


Minimum Qualifications:

Education: Bachelor's degree in engineering or related science bachelor's or higher degree accepted by TX PELS.

Experience:

    • 4 years experience in transportation engineering. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications
    • Must have one (1) year supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.

Licenses and Certifications:

  • Valid driver’s license. This position requires driving a state vehicle.
  • Licensed Prof Engineer*
  • Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.
