TxDOT's Houston District is seeking a Construction Inspector to join us in the inspection and oversight of essential projects in the Houston District. Depending on skill level, this employee will perform all facets of Computerized Traffic Management Systems inspection, Roadway Lighting, Signal, Striping, Fiber Interconnect, and Electrical inspections, environmental and ADA compliance, and materials inspection. Employee will serve as Project Manager and assist with Change Orders. Duties include field work. Employee may be required to work night shifts per the office needs. This position will be in our Traffic Systems Construction Office and will help support inspection of our existing infrastructure and new upcoming construction projects. Construction Inspector I & II
Inspects construction methods and workmanship to ensure contractors build roadways, bridges, traffic signals, airports and related structures in accordance with plans and specifications; acts as consultant regarding work progress and problem resolution; may serve as the only inspector on a construction project or assist in overseeing construction inspection activities for very large and complex projects within a district or conduct statewide construction inspection activities for ongoing airport improvement projects. Responsible to a licensed professional engineer who has full authority for approval of all work. Work requires contact with contractors. May perform materials tests and manufacturing process inspections at fabrication sites. Employees at this level follow standard practices that do not require frequent supervision of details.
Construction Inspector III
Inspects construction methods and workmanship to ensure contractors build roadways, bridges, traffic signals, airports and related structures in accordance with plans and specifications; acts as consultant regarding work progress and problem resolution; may serve as the only inspector on a construction project or assist in overseeing construction inspection activities for very large and complex projects within a district or conduct statewide construction inspection activities for ongoing airport improvement projects. Trains others. Responsible to a licensed professional engineer who has full authority for approval of all work. Work requires contact with contractors. May perform materials tests and manufacturing process inspections at fabrication sites. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.
Essential Duties:
Construction Inspector I
- Attends pre-construction meetings and answers questions from contractors and other attendees.
- Calculates payments due contractors for work completed.
- Ensures contractors build roadways, bridges and related highway structures and/or airport improvements in accordance with plans and specifications.
- Observes and inspects ongoing construction work.
- Prepares monthly and final estimates.
- Resolves differences in interpretation of plans and specifications.
- Documents work progress and issues arising throughout scope of project.
- Performs other job responsibilities as assigned.
Construction Inspector II
Includes all essential duties listed for Construction Inspector I as well as:
- Prepares and reviews correspondence.
- Advises supervisor of inspection activities and problems at plants and assists in coordinating inspections.
- Performs other job responsibilities as assigned.
Construction Inspector III
Includes all essential duties listed for Construction Inspector I & II as well as:
- Monitors project phasing and traffic control plans or airport closure plans and ensures compliance with approved safety standards; inspects barricades as required moves traffic control devices and barricades.
- Oversees construction record-keeping activities; recommends payments to contractors; recommends change orders, extra work orders/supplemental agreements; reviews proposed change orders submitted by consultants; prepares reports.

Minimum Qualifications:
Construction Inspector I
Education: High School Grad or Equivalent in general high school studies.
Experience: No experience required. (Experience can be satisfied by full time or prorated part time equivalent). Related college education or relevant technical training may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications
Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.
Construction Inspector II
Education: High School Grad or Equivalent in general high school studies.
Experience: 1 Year in construction, construction inspection, engineering support, maintenance and repairs, materials or process inspection; or transportation engineering support related experience. (Experience can be satisfied by full time or prorated part time equivalent). Related college education or relevant technical training may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications
Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.
Construction Inspector III
Education: High School Grad or Equivalent in general high school studies.
Experience: 2 Years in construction, construction inspection, engineering support, maintenance and repairs, materials or process inspection; or transportation engineering support related experience. (Experience can be satisfied by full time or prorated part time equivalent). Related college education or relevant technical training may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications
Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.

- Public relations for maintaining effective working relationships with individuals and groups, both internal and external
- The use of computers, applicable programs, applications, and systems
- Some skill in:
- Overseeing and coordinating projects and program activities
- Shows initiative and action beyond what is required to improve products or services; is self-starting and completes assignments independently without constant supervision
Construction Inspector III
Includes all competencies listed for Construction Inspector I & II as well as:
- Extensive knowledge of:
- Methods for reviewing plans and specifications for compliance with requirements
- Applicable industry safety standards, guidelines, and specification codes
- Considerable knowledge of:
- The Texas Manual on Uniform Traffic Control Devices
- Proficient skill in:
- Overseeing and coordinating projects and program activities
- Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals
Physical Requirements and Working Conditions:
Construction Inspector I, II, & III
- Subject to inside and outside environmental conditions
- Medium work: Lift up to 50 lbs. at a time and frequently lift or carry objects up to 25 lbs.
- Stooping - bending body downward and forward by bending spine at waist
