The Texas Department of Transportation Houston District is seeking a highly qualified professional engineer to join the team at Houston's TranStar office, reporting to the Director of Transportation Operations. This supervisory role involves overseeing the management of the Transportation Control Center and the continued development of the Houston District's Intelligent Transportation Systems (ITS) initiatives, enhancing mobility and safety through innovative technologies. Transportation Engineer Supervisor:
Supervises personnel engaged in transportation engineering work in one or more functional areas such as planning, design, construction, transportation/traffic operations, maintenance and bridge inspection. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials, private entities and/or contractors. Employees at this level are virtually self-supervising and assume direct accountability for the work product.
Essential Duties:
- Acts as a consultant to staff engineers regarding plan operations as they relate to administration, programming, design, construction, right-of-way, and maintenance.
- Acts as a liaison with divisions, MPOs, cities, counties, and other governmental entities concerning traffic management and/or traffic safety projects.
- Advises management regarding technical aspects of maintaining, replacing, or rehabilitating facilities and equipment.
- Coordinates with district design on schematics, assists with capacity and level of service studies, and reviews in-house and consultant traffic control/traffic management/intelligent transportation systems (ITS) plans and projects.
- Develops and implements policies, standards and guidelines for ITS operations center.
- Directs and monitors research projects.
- Negotiates fees and budgets, develops and negotiates scopes of work, negotiates contract work schedules, and negotiates other contract agreements.
- Oversees the operations and maintenance of an ITS operations center/managed area.
- Responsible for development and implementation of innovative programs, projects, designs, concepts and solutions.
- Performs other job responsibilities as assigned.
Minimum Qualifications:
Education:
- Bachelor's degree in engineering or related science bachelor's or higher degree accepted by TX PELS.
Experience:
- 4 years of experience in transportation engineering. (Experience can be satisfied by full-time or prorated part-time equivalent). Related graduate-level education may be substituted for experience on a year-by-year basis. Substitutions for Minimum Qualifications
- Must have at least one (1) year of supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.
Licenses and Certifications:
- Valid driver’s license. This position requires driving a state vehicle.
- Licensed Prof Engineer*
- Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

- Transportation design engineering principles, practices and methods and the application of engineering theory.
- Traffic management systems operations.
- Design and plan preparation methods and requirements.
- Fundamentals of electrical/electronics and design procedures.

- Government programs and operations affecting highway and transportation development.

- Applying engineering principles, practices, and methods in job responsibilities.

- Planning methods, techniques, and strategies.
- Researching, analyzing, and interpreting policies and state and federal laws and regulations specific to functional area.

Physical Requirements and Working Conditions:
- Subject to inside and outside environmental conditions
- Medium work: Lift up to 50 lbs. at a time and frequently lift or carry objects up to 25 lbs.
- Walking - moving on foot to accomplish tasks: long distance/from one work site to another
- Close Visual Acuity - work includes data/figures; view a computer screen; extensive reading
