As part of the scheduled demolition of buildings on the main campus, Facilities Management requires a dedicated leader to ensure all utility and system outages are strategically planned, communicated, and executed with minimal disruption. This role will also coordinate the retirement of physical assets, support the expansion of Maximo for work order and asset tracking, and help maintain operational continuity throughout the JABF demolition and CSB onboarding processes.

Key Responsibilities:
  • Outage Coordination: Lead the planning, communication, and execution of system outages (HVAC, electrical, plumbing, etc.) related to the JABF demolition. Ensure all affected stakeholders are notified and proper safety protocols are in place.
  • Asset Retirement & Maximo Integration: Manage the decommissioning of equipment and facilities assets. Oversee updates and expansion within Maximo to ensure accurate asset tracking and maintenance planning.
  • Weekend Leadership & Emergency Response: Provide onsite or on-call facilities leadership on weekends to ensure accountability, quick response to incidents (e.g., leaks, system failures), and adherence to compliance standards.
  • Support CSB Commissioning: Assist with the onboarding of new equipment, infrastructure systems, and workflows at the Central Services Building (CSB), ensuring seamless integration into ongoing operations.
  • Training & Staff Development: Deliver training and serve as a consistent support resource for facilities staff. In light of high turnover and a competitive labor market, this role is critical for ensuring continuity and maintaining institutional knowledge.
  • Operational Consistency: Act as a central point of coordination across maintenance, operations, and engineering teams during transitions to minimize downtime and ensure service continuity.

Assists Director with the operations, maintenance, emergency response, alterations, and repair of institutional facilities.

JOB SPECIFIC COMPETENCIES

Provides efficient and effective maintenance operations support through the following: Provides leadership of assigned teams and ensure key performance measures associated with customer service, expenses, and reliability. Meet or exceed the department goals by ensuring on-time preventive maintenance work order completion, customer requested work order turnaround time and compliance. Ensures that effective project management processes and principles are in place for relevant work flows. Coordinates, monitors, and evaluates process controls including utility system management, scheduling requirements, operations impact, utility outages, and other formatted associated correspondence. Reviews, monitors, and executes necessary outside contracts associated with corrective and preventative maintenance programs for assigned systems and equipment. Accountable for assigned utility systems including but not limited to medical gas, electrical distribution, and ice machines program. Understands and utilizes CMMS system to manage work order systems and analyze data to effectively run the local maintenance operation. Researches, develops, and improves the Patient Care and Prevention Facilities by performing the following: - Study industry operating and planning needs, and techniques. - Produce ideas and concepts to improve operating efficiencies. - Research and stay informed of industry best practices. - Design and develop new operating procedures. - Respond to requests for information from project managers (PCPF and FPDC), facilities staff, and engineers.

Manages staff performance and development through: Manages and set expectations for performance of supervisors and other direct reports. Ensures consistent performance management processes are followed and documented for all supervisors and work teams. Assists in establishing objectives, policies, and plans for long-range, as well as short-range and on-going operational matters. Assists in establishing policies, priorities, and schedules. Responsible for meeting with direct reports on a regular basis to ensure actions are in place to address any performance opportunities. Conduct regular meetings to utilize standard Mainsaver reports and scorecards. Responsible for all personnel matters including but not limited to hiring, disciplinary actions, performance evaluations, and team building. Ensures all developmental and institutionally required trainings are completed for assigned staff within departmental deadlines.

Ensures execution of the budget and spending targets: Accountability for unit outcomes for safe and reliable utilities and appropriate documentation. Responsible for accountability unit outcomes for regulatory compliance at all levels. Prepares and coordinates Service Level Agreements.

Performs other departmental duties to support business operations: The employee is considered as ESSENTIAL PERSONNEL for all emergency related events and agrees to fulfill the responsibilities associated by signing the agreement. Provides leadership and participates in the Emergency Response Ride Out Team, which may require this position to act on behalf of the Emergency Officer and

stay onsite until normal business resumes. As a group Leader, this position is expected to regularly carry cell phone to respond to emergency events. This time is not considered on-call and will not be compensated.

Other duties as assigned

Required Education: Bachelor's degree in engineering, construction management, business, healthcare administration or related field

Required Experience: Five years experience in the operations and management of a physical plant in a health care, manufacturing or university setting to include three years of supervisory experience. Successful completion of the LEADing Self Accelerate program may substitute for one year of required supervisory or management experience.

Preferred Education: Master's Level Degree

Preferred Certification: Registered Professional Engineer (PE) and/or Certified Facility Manager (CFM) designation.

Preferred Experience: Three years experience managing daily maintenance operations of a research or healthcare facility. Ability to utilize both a CMMS and BMS program to analyze operational effectiveness and opportunities.

Onsite Presence: Is Required

This position may be responsible for maintaining the security and integrity of critical infrastructure, as defined in Section 113.001(2) of the Texas Business and Commerce Code and therefore may require routine reviews and screening. The ability to satisfy and maintain all requirements necessary to ensure the continued security and integrity of such infrastructure is a condition of hire and continued employment.
