Job Summary
The Manager, Minor Capital Projects will oversee a team of project execution professionals who are responsible for the safe, timely, and cost-effective delivery of a capital projects portfolio with an approximate total installed cost of $1-20MM per project. This role manages a portfolio of projects across multiple sites, ensuring alignment with corporate objectives, operational integrity, and regulatory compliance. This position will also support screening of potential project opportunities and maintenance of department policies, procedures and standards.
Location/Travel Information
This position is based at the Freeport LNG Houston headquarters with frequent travel to the company facilities in Freeport, TX and other off-site locations as required. This position requires the incumbent to hold a valid, unexpired driver license at all times in order to perform the essential functions of the job.
Primary Duties and Responsibilities
- Leads, coaches and supports the Minor Capital Projects team.
- Fosters a culture of safety, collaboration, and continuous learning within the team.
- Leads and manages a portfolio of minor capital projects from initiation to close-out, including planning, design, procurement, construction, commissioning, and handover (including MOC, PSSR, and operational readiness).
- Maintains effective communication with cross-functional teams including Operations, Engineering, HSE, Procurement, and Finance to ensure seamless project execution.
- Develop and manage project scopes, budgets, schedules, and risk management plans.
- Maintains the project opportunity list for the facility and uses consistent methodology to prioritize and recommend projects for budget consideration.
- Ensure all projects meet internal and external regulatory requirements (e.g., API, ASME, OSHA, local authorities).
- Monitor project progress, performance, and deliverables against KPIs and implement corrective actions as required (including establishing KPIs and metrics to manage overall portfolio performance).
- Engage and manage external contractors, consultants, and vendors to ensure high standards of work quality, safety, and cost control.
- Oversee internal resource allocation and capacity planning to ensure adequate resourcing and optimal utilization of cross-functional project teams.
- Support and actively participate in Freeport LNG's Health, Safety, and Environmental (HSE) Management System, prioritizing safety in all activities.
- Implement quality control processes to ensure project deliverables meet required standards and specifications.
- Support continuous improvement initiatives and lessons learned integration across the project portfolio.
- Facilitate project status meetings, reviews, and reporting to senior management and stakeholders.
- Develops and implements department policies, procedures, and methodologies.
- Participates in the development of annual OPEX budgets to ensure objectives are met within the operating facilities. Manages the projects team to achieve goals within the agreed budget
- Represents FLNG in regulatory audits and inspections
- Represents FLNG in Industry Engineering Forum/Programs and various functions when required
- Leads staffing reviews, leads the employee selection process and follows the FLNG Performance Appraisal process
- Ensures that plans are in place for the development, training and succession of employees across the team
- Responsible for review and approval of purchase requisitions, invoices, and employee expense reports
- Engages with employees and contractors in the field to demonstrate and drive safety culture
- Able to drive to all Freeport LNG facilities
- Performs other duties and projects as assigned
Education, Certification, and Experience
Education:
- Bachelor’s Degree in Engineering is required.
- Project Management Professional (PMP) certification is preferred, or equivalent experience.
Minimum Experience:
- 12+ years of progressive experience in project management within the oil and gas industry.
- 3+ years in a leadership or managerial role.
- Strong understanding of oil and gas facility design, construction practices, and operations.
- Proven experience managing multi-discipline projects in brownfield environments.

- Routinely uses standard office and field communications equipment such as computers, phones, photocopiers w/scanner and fax, and radios.
