Department of Economic Equity & OpportunityMission: To connect, value, and empower people, businesses, and communities.Vision: An inclusive, accessible, prosperous, and resilient Harris County.What you will do at the Department of Economic Equity and Opportunity: As an integral part of the Finance and Administration division, the Human Resources Assistant plays an integral role in fostering an inclusive workplace and supporting the department's mission. You will be responsible for overseeing HR administrative functions, ensuring compliance with labor laws, and facilitating employee engagement initiatives. Your contributions will help shape a collaborative work environment where employees feel valued and empowered. You will manage onboarding, oversee personnel records, and support compliance efforts, ensuring our workforce operates seamlessly. By coordinating department HR calendars, handling payroll processes, and maintaining HR databases, you will provide essential support to the department’s employees. In this role, you will also collaborate with teams across the department and County to maintain accurate records, uphold confidentiality, and optimize workflows. Your attention to detail and commitment to excellence will help foster a culture of integrity and opportunity.Duties and Responsibilities: Perform HR administrative tasks, including managing employee databases and sorting department emails.Maintain accurate records of employee attendance and leave to support payroll processing.Coordinate onboarding activities, orientation sessions, and employee development training.Oversee and manage the department’s out-of-office calendar, collaborating with IT when necessary.Ensure compliance with employment and labor laws, maintaining up-to-date policies and procedures.Handle sensitive information with a high level of confidentiality and data protection.Maintain both physical and electronic employee personnel records.Plan and execute new hire events and other department-wide initiatives.Manage and oversee bi-weekly timesheet reviews and approvals.Facilitate a seamless pre boarding process for incoming employees.Process new hire paperwork and logistics, such as workstation setup, computer logins, and email access.Schedule meetings to review company policies and distribute the employee handbook.Collaborate with line managers and employees to handle compliance service requests.Maintain compliance records and tracking tools with accuracy and efficiency.Perform administrative duties necessary to fulfill compliance-related tasks, including following standard procedures and naming conventions for electronic and physical files.Escalate complex compliance issues to Compliance Specialists as needed.Generate and maintain regular HR reports using systems such as PeopleSoft and Monday.com.Harris County is an Equal Opportunity Employer https://hrrm.harriscountytx.gov/Pages/EqualEmploymentOpportunityPlan.aspx If you need special services or accommodations, please call (713) 274-5445 or email ADACoordinator@bmd.hctx.net. EXAMPLE OF DUTIES
Education and Experience: Associate's degree from an accredited college or university, ANDA minimum of two years of related Human Resources Clerk or Human Resources Assistant or other relevant Human Resources position experience in an organization of similar size, complexity, and administrative activities.ORHigh School Diploma/ GED, ANDA minimum of four years of related Human Resources Clerk or Human Resources Assistant experience in an organization of similar size, complexity, and administrative activities.Knowledge, Skills, and Abilities: Proficient in Microsoft software applications to include Outlook, Word, Excel, and PowerPoint, Share Point, project management software, and other standard office equipment and software.Excellent verbal and written communication skills.Knowledge of accepted business practices and procedures; of applicable rules, regulations, and policies; and of related legislative and legal practices and procedures.Ability to work professionally and collegially within a creative, fast-paced culture that emphasizes excellence and teamwork.Ability to think strategically, critically, and creatively, exercise independent judgment, problem solve, work independently, and multi-task through a wide variety of tasks and situations.Demonstrated time and project management skills, including the ability to meet multiple deadlines by maintaining a high level of organization and detail-orientation and adjusting to changing circumstances.Ability to maintain the highest standards of ethical behavior, exercising honesty and integrity, respect, and fairness in the execution of their responsibilities.Exercise high level of discretion and confidentiality with sensitive information.Demonstrated commitment to diversity, equity, and inclusion.Willingness and ability to work flexible hours to carry out the responsibilities of the position.Proficiency in Microsoft Office programs, including Teams, Word, Excel, and OutlookExperience with Employee Management and Project Management systemsOther duties may be assigned.NOTE: Qualifying education, experience, knowledge and skills must be documented on your job application. SUPPLEMENTAL INFORMATION
Position Type and Typical Hours of Work: This is a full-time, position.Days and hours of work are typically Monday through Friday, 8:00 a.m. to 5:00 p.m.Hours may vary based on the business needs of the department.Work Environment and Physical Demands: This job operates in a professional office environment.This role routinely uses standard office equipment such as computers, phones, photocopiers.Lift up to 20 lbs.Typical office work only with limited physical demandsReporting Relationships: Reports To Position: Sr. Human Resources ManagerSupervises Positions: NAEmployment may be contingent on passing a drug screen and meeting other standards.
