The Harris County Tax Assessor-Collector & Voter Registrar maintains tax accounts and collects property taxes, performs vehicle registrations and title transfers, and facilitates the voter registration process for stakeholders in the nation’s third largest county. About this Position
The Multi-Media Specialist will report to the Director of External Communications, who leads and manages all external communications efforts within the Public Affairs division. The Multi-Media Specialist will work closely with the Director to develop compelling content, as well as support branding, media relations, and social media strategies that engage and inform constituents and enhance the public image of the Tax Assessor-Collector and the office.
Job Duties and Responsibilities:
Social Media Management and Content Strategy
- Assist in developing and executing engaging social media campaigns to increase follower engagement and ensure that content aligns with the office's objectives and public-facing messaging.
Multimedia and Graphic Design
- Create digital content that combines graphics, video, and audio to engage and educate the public, and support it with compelling, informative print collateral.
External Communications Planning and Execution
- Assist with special events, including press conferences, community outreach initiatives, and other events.
Media Relations Support
- Assist with managing media requests, proactive media outreach, and developing press materials.
Collaboration with Internal Teams
- Work closely with the Director of External Affairs and team members to ensure consistent messaging and effective execution of campaigns and initiatives.
Other Duties
- Perform other duties as assigned by the Director of External Communications.

Requirements
Education and Experience:
- Bachelor’s degree in communications, Public Relations, Journalism, Marketing, or a related field
- Minimum of three (3) years of experience in external communications, media relations, public relations, or marketing.
- Experience developing compelling, effective multimedia campaigns.
Knowledge, Skills & Abilities:
- Multimedia Design: Experience combining visual elements like graphics, video, audio, and animation to create engaging, informative digital content across various platforms. Overall understanding of graphic design, print collateral. Proficient in video production and editing. Proficient in software and applications for graphic design and video editing, e.g., Adobe Suite, Canva, Social Media Strategy: Experience managing social media platforms and campaigns. Ability to create compelling content that engages audiences, promotes transparency, and increases public awareness of the office's services and initiatives.
- Communication Skills: Excellent written and verbal communication skills. Experience in writing clear, concise, and compelling social media posts and other communication materials.
- Strategic Thinking: Ability to think strategically about the role of external communications in achieving organizational goals and enhancing the office's public profile.
- Adaptability & Resilience: Ability to navigate and lead through change while remaining flexible and effective under pressure; proactive, self-motivated, and mission driven.

Preferences
Language & Experience:
- Experience in government, public sector communications, or working for an elected official.
- Bilingual in English and Spanish.

Working Conditions, Mental and Physical Demands
- Typically, an office environment with adequate lighting, ventilation, and a standard range of temperature and noise level.
- Some physical effort required; however, it may at times involve long periods of standing, walking, bending, reaching, stretching, climbing, lifting up to 20 lbs. or similar activities (e.g., filing, delivering, sorting).
- A frequent volume of work and deadlines impose strain on a routine basis.
- May require attendance off-site at conferences, trainings, and seminars
- Regularly apply basic skills (calculator, keyboard, hand tools, eye/hand coordination)
