Job Overview
The Specialist Contracts Design & Construction, will be responsible for the administration of the contract procurement process. The incumbent will organize, prepare and maintain contracts for construction projects while performing various office duties essential to the efficient operation of the department.

Position Description

Essential Duties and Responsibilities


  • Act as a liaison for department communication with other district personnel and departments (Legal, Risk Management, Purchasing and others) to coordinate activities, exchange information, and facilitate contract operations
  • Work with department/district personnel to complete contract template for project-related services, provide technical advice and assist in solving procurement and legal issues
  • Prepare and submit contract documents from creation through final execution in the DocuSign process
  • Coordinate review of various legal documents (Memorandum of Understanding, Interlocal Agreements and easements) between Vendor and Legal through the approval process
  • Clarify rules, regulations, policies and procedures related to contract projects and functions to all department personnel
  • Assist in the development and preparation of the department’s monthly Managed Projects Report generated by Prolog and post to the district website
  • Respond by telephone, email and in person in the handling of inquiries from the public, outside vendors, and district departments
  • Serve as clearinghouse and scheduler to plan, initiate, and carry to completion department programs or administrative support activities
  • Apprise supervisor of deadlines and pending items, organize projects, oversee the development and dissemination of program materials, manuals and training materials
  • Lead in the integration of secretarial and operation functions, such as FBISD absence management reporting, security key card access, work orders, staff yearly training/continuing education and enhancement of construction industry knowledge as it relates to job
  • Attend various meetings and participate as a committee member, as required, for the purpose of acquiring information and staying abreast of current practices

  • Associate's degree from an accredited program
  • High School diploma or GED and a minimum of 5 years of related experience in contracts management will be considered in lieu of degree requirement
  • Minimum of 3 years of progressive professional experience in the administration and management of construction
  • Excellent computer application skills including Microsoft Word, Excel and PowerPoint
  • Knowledge of general construction terminology and administration principles
  • Ability to organize and prioritize workload; ability to multi-task and perform on deadline
  • Professional demeanor, effective communication skills, personal integrity, self-starter and the ability to work with complex issues in a confidential and fast paced work environment

May work prolonged or irregular hours and must be able to maintain emotional control under stress.
