GENERAL DESCRIPTION: Performs highly complex (senior-level) work for the Evidence Coordination Section of the Crime Laboratory Division. Work involves planning/organizing/executing the receipt, inventory, transfer, and disposition of evidence. Assist in establishing program goals and objectives and developing program guidelines, procedures, policies, rules, and regulations. Assist in developing schedules, priorities, and standards for achieving section goals. Assist in coordinating program activities. Assign and oversee the work of others. Work is performed under limited supervision, with moderate latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES:
1. Oversee and review case, evidence and related data entry performed by Crime Lab Specialists.
2. Respond to client and analyst questions/issues.
3. Coordinate and organize evidence destruction events.
4. Oversee the maintenance and handling of evidence, including receipt, barcoding, storage, return, destruction and inventory in accordance with Crime Laboratory Division policies and procedures.
5. Train and oversee Evidence Technicians; prepare/develop training aids for new or revised methods and procedures.
6. Perform evidence technician duties as necessary.
7. Attend work regularly and observes approved work hours in accordance with agency leave and attendance policies.
8. Perform other duties as assigned.
GENERAL QUALIFICATIONS and REQUIREMENTS:
Education - Graduation from a standard senior high school or the equivalent and completion of two (2) years or more of college studies (sixty [60] semester hours credit or more).
Experience – Minimum of four (4) years full-time experience as an Evidence Technician, Property Clerk, or job with equivalent duties in a police agency.
Substitution Note: Additional full-time experience may be substituted for each year of education required, up to two (2) years. Note: One year of experience will be considered equivalent to 30 hours (one year) of education.
Licensure and/or Certification - Must possess a valid driver license from state of residence.
Regulatory Knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures related to laboratory operations.
Leadership Skills – Knowledge of management and supervisory methods and principles, and performance and productivity standards; assist section Supervisor/Lab Manager in oversight of other Evidence Technicians and/or staff. Ability to make recommendations to management for improvements/changes in methodology and equipment, and to implement same.
Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.
Organizational and Prioritization Skills – Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.
Presentation/Communication Skills – Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals.
Research and Comprehension – Must demonstrate ability to quickly and efficiently access relevant information, and be able to utilize and/or present research and conclusions in a clear and concise manner.
Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.
Technology (computers/hardware/software/operating systems) – Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems. Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook). Ability to use a keyboard and mouse on a laptop or desktop computer to generate typed work product (e.g., emails, submission data entry) at a proficient speed with minimal errors. Typing and/or data entry testing may be required.
Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

Testing is required for candidates to be considered to go before the oral interview board and will be notified via email provided on the application. Candidates must qualify on DPS issued testing.

Current DPS employees who submit applications for posted DPS positions shall notify their immediate supervisor in writing.
A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.
A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.
Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
