DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The Office of the City Controller is seeking to hire an Assistant City Auditor IV in the Audit Division. The Assistant City Auditor IV position functions as an audit supervisor and plays an essential role in ensuring that audit activities performed adhere to standards of the Government Accountability Office (GAO) and the International Professional Practices Framework that organizes guidance from the Institute of Internal Auditors (IIA).
Duties will include:
- Develop individualized audit programs
- Review and approve audit programs prepared by ACA levels II and III.
- Supervise, conduct and/or coordinate one or more audit assignments concurrently.
- Review completed workpapers and evaluate for accuracy, thoroughness and inclusion of sufficient documentary support.
- Evaluate audit findings and recommendations, render overall conclusions for the audit.
- Review audit reports to ensure proper documentation and support for conclusions.
- Present and discuss overall audit conclusions and recommendations with the Audit Division and department management.
- Ensure engagement activities are performed in compliance with applicable professional standards.
- Oversee the planning and implementation of several simultaneous IT audits, covering areas such as cybersecurity, current production applications, systems under development, technological infrastructure, and emerging or specialized technologies.
- Collaborate across departments to identify and address complex risks, both business-related and technological, while offering guidance on strategies to mitigate these risks.
- Perform fraud and/or Whistleblower investigations.
- Utilize audit automation tools in the evaluation of business operations and systems and help upskill team members in audit automation / innovation

MINIMUM REQUIREMENTS
EDUCATIONAL REQUIREMENTS
Bachelor's degree in Accounting, Business Administration, Economics, Finance, Information Systems, Political Science, or Public Administration from an accredited college or university.
Certified Internal Auditor (CIA), Certified Public Accountant (CPA), Certified Government Auditing Professional (CGAP), or Certified Information Systems Auditor (CISA) is preferred.
EXPERIENCE REQUIREMENTS
Six (6) years of professional audit-related experience is required with one (1) year in a lead auditor and/or audit supervisory capacity. An advanced degree may substitute for experience on a year-for-year basis.
PREFERENCES
Preference shall be given to candidates with the following:
- Internal audit experience
- Bachelor's degree with a major in Accounting, Computer Information Systems, or Information Technology with a Security or Networking focus preferred.
- Minimum of 2 years of experience in IT Audit, SOC, IT Financial Audit Support, or Cybersecurity
- Experience performing data analytics
- Experience using audit workpaper software programs
- CISA (Certification Information Systems Auditor), CISSP (Certified Information Systems Security Professional)
- Experience performing fraud and/or Whistleblower investigations.
- Experience creating process flow charts
- Experience with audit data analytics tools and automation technologies
- Familiarity with cloud security and emerging technologies
- Background in cybersecurity risk assessments and frameworks (e.g., NIST, ISO)
