Position Information


The Houston District is hiring an Engineering Supervisor to oversee ROW and Utility work for the District's project portfolio. This position will be responsible for overseeing the ROW and Utility offices, managing the District's ROW budget, overseeing utility agreement processing, ensuring timely ROW acquisition and utility relocations to support project lettings, overseeing the District's use of utility engineering contracts, and being a resource for overall utility engineering support. This position will report directly to the Director of Transportation Planning & Development to support overall project development. Candidates for this position should be able to work independently to meet overall District goals, be organized, be able to identify and resolve issues, and be able to communicate with in-house employees and external partners.


Minimum Salary: 120,000.00 Maximum Salary: 142,000.00

Position Description


Supervises personnel engaged in transportation engineering work in one or more functional areas such as planning, design, construction, transportation/traffic operations, maintenance and/or bridge inspection. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials, private entities and/or contractors. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

  • Advises staff engineers.

  • Analyzes and assists in the resolution of contract problems and disputes.

  • Coordinates with district design on schematics, assists with capacity and level of service studies and reviews in-house and consultant traffic control/traffic management/intelligent transportation systems (ITS) plans and projects.
  • Coordinates with utility companies, attorneys and governmental representatives to accurately depict the highway project's impact on adjacent properties.
  • Develops, recommends, and implements modifications as necessary for continual improvement to existing program of responsibility.
  • Develops and monitors budget.
  • Interprets the Utility Accommodation Policy; reviews utility billing documents.
  • Monitors consultants' progress and work quality; checks invoices and associated documents; prepares supplemental agreements.
  • Monitors contract performance, evaluates contract deliverables, reviews billing documentation, monitors the consultant's compliance with the terms of the contract, and/or prepares and delivers a written evaluation of the consultant's performance.
  • Performs other job responsibilities as assigned.


Minimum Qualifications:

Education: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.

Experience:

  • 4 years experience in transportation engineering. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications
  • Must have one (1) year supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.

Licenses and Certifications:

  • Valid driver’s license. This position requires driving a state vehicle.
  • Licensed Prof Engineer*


  • Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

Competencies:
  • Extensive knowledge of:

    • Transportation design engineering principles, practices and methods and the application of engineering theory

  • Considerable knowledge of:

    • Environmental engineering as it relates to transportation

    • Budgeting methods and procedures

    • The utility industry and applicable laws, rules and regulations

  • Proficient skill in:

    • Supervising technical staff

    • Directing and establishing objectives; clarifying roles and responsibilities through individual performance plans; monitoring and measuring performance against goals; evaluating results and making necessary adjustments to meet deadlines
    • Negotiating settlement of differences without damaging relationships; applying effective questioning and listening techniques to determine other parties' positions in a direct and diplomatic manner
    • Speaking to present images and ideas in a clear, concise, organized, and interesting manner to optimize audience understanding and keep the group focused
  • Ability to:
    • Communicate effectively
  • Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that
    support business objectives and goals

Physical Requirements and Working Conditions:

  • Subject to inside and outside environmental conditions

  • Sedentary work: Lift up to 10 lbs. at a time and occasionally carry files/small tools

  • Sitting - prolonged periods of time

  • Fingering - picking, pinching, typing; working primarily with fingers rather than whole hand

  • Talking - expressing or exchanging ideas by spoken words

  • Hearing - perceive sound at normal speaking levels; receive information by oral communication

  • Repetitive Motion - substantial movements of the wrists, hands, and/or fingers

  • Close Visual Acuity - work includes data/figures; view a computer screen; extensive reading
