Definition

The City of Missouri City is seeking a dynamic and experienced engineer to provide professional engineering work in the planning, design, review, operation, and improvement of the City’s water and wastewater systems. This position provides technical expertise for capital improvement projects, development review, regulatory compliance, asset management, and long-range utility planning to ensure reliable and efficient utility services for the community.


Examples of Work

  • Plans, designs, reviews, and manages utility infrastructure projects including water distribution, wastewater collection, lift stations, force mains, storage facilities, and treatment facilities.
  • Reviews engineering plans, plats, and development submittals for compliance with City standards, TCEQ regulations, and applicable state and federal requirements.
  • Assists in the development and implementation of the Utilities Capital Improvement Program (CIP).
  • Prepares cost estimates, technical specifications, bid documents, and engineering reports.
  • Manages engineering consultants and contractors; reviews design calculations, reports, and construction submittals.
  • Coordinates with developers, engineers, contractors, regulatory agencies, and internal departments.
  • Supports utility rate studies, impact fee analysis, and system capacity evaluations.
  • Assists with asset management, hydraulic modeling, and infrastructure condition assessments.
  • Investigates utility failures and service issues; recommends corrective actions.
  • Provides technical support during emergency response events.
  • Prepares presentations, memos, and reports for City leadership and City Council.
  • Performs related duties as assigned.
  • Subject to 24-hour recall.

Education, Experience, or Certification

Minimum Qualifications:

  • Bachelor’s degree in Civil Engineering or related engineering field.
  • Minimum of three (3) years of progressively responsible experience in utility engineering, municipal engineering, or related field.
  • Valid Texas Driver’s License.
  • Must pass Criminal Justice Information Services (CJIS)

Preferred Qualifications
  • Licensed Professional Engineer (P.E.) in the State of Texas
  • Experience working in a municipal utility environment.
  • Experience with hydraulic modeling software (WaterGEMS, SewerGEMS, InfoWater, etc.).
  • Experience with CIP development and utility master planning.
