Universal Services is the enterprise IT solutions center for the departments and offices of Harris County, providing Information Technology, Public Safety and Justice Technologies, 311 Constituent Engagement Services, Fleet Services, and Records and Information Governance Services.

Duties may include, but are not limited to:
- Assisting with preparation, review, and processing contracts and agreements for compliance with legal and procedural requirements.
- Ensure all contracts conform to applicable laws, regulations, and organizational policies.
- Monitor and report contract terms, performance metrics, and compliance standards.
- Assist with recommendations on vendor selection and award contracts based on best value analysis.
- Act as a liaison between internal departments and external vendors to facilitate contract execution and resolution of disputes.
- Maintain department contract management templates, procurement processes, and compliance checklists.
- Assist with maintaining contracts as per terms of agreement
- Reviewing contracts, taking information, and maintaining contract database system with a high degree of accuracy.
- Assist internal customers with contract queries and problems with contract related invoices
- Provide support to Business Operations
- Other duties as assigned.

Requirements
- Bachelor's degree in Business Administration, Supply Chain Management, Public Administration or a related field.
- Minimum of 2-4 years of related contract management and purchasing work experience.
- Must have Skills: Word, Excel; Power Point; interpreting contracts; analytical skills.
- Thorough knowledge of all rules and regulations governing procurements processes utilized by Harris County.
- Excellent planning, time-management, and organization skills.
- Ability to manage, prioritize work to meet deadlines, and take initiative.
- Excellent communication skills verbal and written; strong, active listening skills.
- Negotiation skills to communicate effectively with stakeholders and vendors.
- Ability to work in a team environment to solve problems/issues.
- Ability to adapt and be flexible to respond to changing work situations and environments.

Employment may be contingent on passing a drug screen and meeting other standards.
