POSITION OVERVIEW
Reporting Location: 611 Walker Street
Workdays & Hours: MONDAY – FRIDAY 8:00 AM – 5:00 PM *Subject to change*
DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS
RESPONSIBILITIES:
- Develop, maintain, and update procurement policies, standard operating procedures (SOPs), manuals, and templates to ensure compliance with laws, regulations, and ethical standards.
- Monitor agency-wide procurement standards, productivity, and KPIs to drive consistency and accountability.
- Monitor and manage all Requests for Council Actions.
- Identify common goods and services that can be strategically sourced across departments.
- Conduct market research and spend analytics to inform sourcing strategies.
- Develop and maintain dashboards.
- Standardize and streamline workflows to improve speed-to-contract and reduce administrative burden.
- Facilitate cross-functional collaboration to embed a culture of continuous improvement.
- Perform pre- and post-award quality assurance reviews to ensure compliance and mitigate risks.
- Evaluate, recommend, and support the implementation of e-procurement platforms, contract management systems, and supplier portals.
- Drive process automation to reduce cycle times and manual errors.
- Develop comprehensive training programs for procurement staff, evaluators, and department liaisons on policies, tools, ethics, and evaluation processes.
WORKING CONDITIONS
MINIMUM REQUIREMENTS
Requires a Bachelor's degree in Public Administration, Business Administration, Humanities, or a closely related field.
