DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS
Lead the Strategic Procurement Division’s Center of Excellence, elevating procurement practices, driving innovation, and ensuring strategic alignment across the organization.

RESPONSIBILITIES:
  • Develop, maintain, and update procurement policies, standard operating procedures (SOPs), manuals, and templates to ensure compliance with laws, regulations, and ethical standards.
  • Monitor agency-wide procurement standards, productivity, and KPIs to drive consistency and accountability.
  • Monitor and manage all Requests for Council Actions.
  • Identify common goods and services that can be strategically sourced across departments.
  • Conduct market research and spend analytics to inform sourcing strategies.
  • Develop and maintain dashboards.
  • Standardize and streamline workflows to improve speed-to-contract and reduce administrative burden.
  • Facilitate cross-functional collaboration to embed a culture of continuous improvement.
  • Perform pre- and post-award quality assurance reviews to ensure compliance and mitigate risks.
  • Evaluate, recommend, and support the implementation of e-procurement platforms, contract management systems, and supplier portals.
  • Drive process automation to reduce cycle times and manual errors.
  • Develop comprehensive training programs for procurement staff, evaluators, and department liaisons on policies, tools, ethics, and evaluation processes.

WORKING CONDITIONS
This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort in a normal office environment.

MINIMUM REQUIREMENTS

EDUCATION REQUIREMENTS
Requires a Bachelor's degree in Public Administration, Business Administration, Humanities, or a closely related field.

SUBSTITUTION:
Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year-for-year basis.

EXPERIENCE REQUIREMENTS
Five years of professional administrative, financial or analytical experience related to the type of work being performed are required.
Professional experience may substitute for the above education requirement on a year-for-year basis.
