TxDOT's Houston District is looking for a Transportation Engineer Supervisor to serve as the supervisor for the District Hydraulics section of the TxDOT Houston District based in Houston, TX. This position will manage the design and review of hydrology and hydraulics for a variety of transportation projects and permits throughout the Houston District's 6-county area. You will have the opportunity to manage drainage design and review for one of the largest engineering portfolios in the state, supervising engineering staff and working with other TxDOT staff and partners. The position will also work with other government entities to deliver local projects and work with developers to deliver permitted development projects that involve state facilities. Supervises personnel engaged in transportation engineering work in one or more functional areas such as planning, design, construction, transportation/traffic operations, maintenance and/or bridge inspection. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials, private entities and/or contractors. Employees at this level are virtually self-supervising and assume direct accountability for the work product.
Essential Duties:
- Advises staff engineers.
- Establishes, modifies or interprets applicable standards, rules, methods, procedures, practices and policies.
- Monitors consultants' progress and work quality; checks invoices and associated documents; prepares supplemental agreements.
- Monitors contract performance, evaluates contract deliverables, reviews billing documentation, monitors the consultant's
- Negotiates fees and budgets, develops and negotiates scopes of work, negotiates contract work schedules, and negotiates other contract agreements.
- Prepares correspondence and reports.
- Recommends transportation engineering training needs.
- Represents the Department at meetings, conferences and related activities.
- Performs other job responsibilities as assigned.
Minimum Qualifications:
Education: Bachelor's degree in engineering or related science bachelor's or higher degree accepted by TX PELS.
Experience: 4 years' experience in transportation engineering. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications
Must have one (1) year supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.
Licenses and Certifications:
Valid driver’s license. This position requires driving a state vehicle.
Licensed Prof Engineer*
- Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.
Preferred Qualifications:
Four years of experience performing engineering tasks related to hydrology and hydraulics

Transportation design engineering principles, practices and methods and the application of engineering theory
Hydrologic, hydraulic and geotechnical design activities and principles

Contract development and oversight

Directing and establishing objectives; clarifying roles and responsibilities through individual performance plans; monitoring and measuring performance against goals; evaluating results and making necessary adjustments to meet deadlines.

Planning, assigning, directing, coordinating and reviewing the work of professional, administrative and technical employees
