Harris County Commissioners Court, the County’s governing body, directs a budget of more than $4 billion providing essential services including flood control, infrastructure, healthcare, housing, and justice administration.This is a great time to join Universal Services as we enhance critical services to Harris County residents and internal customers.Position Overview: Under the leadership of the Director, Public Safety Technology, the Sr. Manager, Public Safety Communications is responsible for all strategic growth and daily operational aspects for a large, multi-site IP-based radio network spanning more than 40 counties in Texas. Emphasis for this position is focused on strategic planning, team leadership, and public safety customer satisfaction.Job Responsibilities: Provide leadership and mentoring to Public Safety Communications management team and direct reports to accomplish departmental objectives. Work with department management and staff as a technical resource, focusing on mentoring new staff.Oversee employee administration tasks including timesheets and HR-related issues.Strategically plan, direct, and monitor departmental implementation of Land Mobile Radio (LMR) infrastructure expansion, operations, and processes to ensure mission critical resilience of the system. Provide direction in creating a rolling strategic departmental plan for growth and future operations.Approve and authorize expenditures for the department. Work with Harris County Purchasing and the County Attorney's Office for new proposals, contracts, renewals, and bids. Interface with existing vendors to drive maximum value for Harris County Universal Services (HCUS) Communications purchases.Represent and advocate Harris County Public Safety Communications departmental input to the federal, state, and local grant funding process.Act as a strategic consultant to other Harris County and system partner agencies at all levels. Represent Harris County on Houston-Galveston Area Council of Governments (HGAC), state, and federal committees relating to communications and nationwide interoperability issues. EXAMPLE OF DUTIES
Education: High School Diploma or GED Equivalent.Experience: 10 years of progressive management growth in a communications or technology related field.5 years working in a Public Safety communications environment.5 years in technical sales or technology-based customer support.Knowledge, Skills, & Abilities: Strong attention to detail, organizational efficiency, and a focus on accuracy.Ability to create strategies then empower teams to successfully execute to completion.Ability to successfully manage multiple priorities.Good verbal and written communications skills. Emphasis placed on grant proposals and presentations.Training and experience using personal computers with a variety of software productivity and asset management tools.Ability to successfully interact with diverse teams and customers, even in trying situations.NOTE: Qualifying education, experience, knowledge, and skills must be documented on your job application.
