About Harris County Flood Control District: The Flood Control District has the mission to reduce the risk of flooding in Harris County, the third most populated county in the United States, with a population in excess of 4.7 million, including the City of Houston, the nation’s fourth largest city. The Flood Control District has jurisdiction over the primary stormwater facilities in the county, which consist of approximately 1,500 channels totaling nearly 2,500 miles in length, as well as more than 60 regional stormwater detention basins, totaling more than 10,000 acres and several wetlands mitigation banks including Greens bayou. What you will do at Harris County Flood Control District: The Harris County Flood Control District (District) is seeking qualified candidates for the Data and Performance Manager role, which is responsible for establishing and governing data platforms, analytics environments, and standardized performance metrics to support operational decision-making, strategic planning, and reporting to executive leadership and Commissioners Court. This position also collaborates closely with divisions and departments, including analysts with dotted-line reporting relationships, to ensure consistent data definitions, reporting methods, and performance measures across the District. Essential Functions and Duties: Leadership & Team ManagementLead and manage the Data & Performance team (developers, data engineers, analysts, and report builders), including workload planning, performance management, mentoring, and professional development.Train, mentor, and support analysts and stakeholders across divisions by providing guidance, documentation, standards, and hands-on assistance for ad hoc and recurring Power BI reporting.Reporting, Dashboards & Performance MetricsCoordinate development and delivery of internal and external dashboards and reports, working with division and department analysts (including dotted-line resources) to finalize metrics, validate results, and ensure alignment with leadership and Commissioners Court expectations.Serve as the centralized coordinator and authority for enterprise KPIs and performance metrics, including those used for internal management reporting and external reporting to Commissioners Court.Data Architecture & Platform GovernanceDesign, oversee, and maintain enterprise data architecture and data structures (e.g., Snowflake and related data lake/warehouse environments) to support analytics, reporting, and performance measurement.Own and govern the Power BI environment, including datasets, semantic models, workspaces, security, standards, and best practices to ensure consistency, accuracy, and trusted reporting.Technical Leadership & Analytics ExpertiseProvide technical leadership and subject matter expertise for Microsoft full-stack analytics solutions, including data integration, modeling, automation, and reporting workflows.Strategy & Continuous ImprovementDevelop and maintain a strategic roadmap for data, analytics, and performance management, identifying opportunities for continuous improvement as technology, tools, and business needs evolve.Additional Duties and Responsibilities: Attend department staff meetings.Attend meetings with coordinating departments, vendors, and agencies.Attend seminars, conference workshops, re-certification, or other training programs.Assist with department projects, as needed.Assume additional responsibilities as required, adapting to the District's evolving demands, responsibilities, needs, and objectives. EXAMPLE OF DUTIES
Education: Bachelor’s degree in Information Systems, Computer Science, Data Analytics, or a related field from an accredited four-year college or universityExperience: Minimum of five (5) years of progressively responsible experience in data analytics, business intelligence, performance management, or data platform development.Prior experience leading teams and overseeing enterprise reporting or performance measurement initiatives.Demonstrated experience developing and managing KPIs and performance metrics for executive and governing body reporting.An equivalent combination of education and experience may be considered.Licensure: Valid Class "C" Texas Driver’s LicenseKnowledge Skills, and Abilities: Advanced knowledge of data architecture, data modeling, and data structuring to support analytics and performance measurement.High-level proficiency with Microsoft full-stack development and analytics tools, including SQL and related data integration technologies.Strong expertise in Power BI, including dataset design, DAX, governance, security, and performance optimization.Strong communication skills with the ability to translate complex data and performance concepts for non-technical audiences.Working knowledge of Snowflake and/or enterprise data lake/warehouse platforms.Familiarity with ArcGIS or spatial data concepts as applied to analytics and performance reporting.Ability to lead, mentor, and influence technical teams and dotted-line analysts across divisions and departments.Strategic thinking skills to plan, prioritize, and guide continuous improvement initiatives.NOTE: Qualifying education, experience, knowledge, and skills must be documented on your job application.
