Description
MANAGEMENT:
- Provide Leadership/Management oversight as it pertains to the accounting department.
- Directing all aspects of accounting operations, overseeing all transactions related to general ledger, receivables, payables, medical billing, payroll, and financial reporting; and managing the accounting records and financial reports.
- Develop an environment that motivates staff and provide regular and ongoing opportunities for all staff to communicate, give feedback and develop knowledge on financial program operations and budget management
- In partnership with the CEO, work to enhance SER’s vision and mission for future growth and success.
- Perform other duties as assigned.
FINANCIAL & RISK MANAGEMENT:
- Actively manage and oversee the day to day accounting and financial operations of the agency.
- Develop budgets for the agency as a whole, individual programs and new/proposed/expanded services, including the preparation of budget revisions as needed with the CPO.
- In partnership with the CPO, implement and manage the program aspects of the annual budget.
- Implement fiscal policies and make recommendations on fiscal policy development.
- Prepare, analyze and present monthly financial reports for the agency, its programs, and activities.
- Report on financial results and issues to the CEO and Board of Directors.
- Oversee and review the preparation of all program financial reporting required for funding sources.
- Maintain accounting records in accordance with generally accepted accounting principles, TWC Financial Management Manual, and the Uniform Grants and Contract Management Standards.
- Spearhead the budgeting process for the agency while seeking input from key staff; prepare budget and implement administrative controls, including the preparation of a cost allocation plan.
- Prepare comparative analysis of operating programs by analyzing costs in relation to services performed and submit reports to management team with recommendations for budget revisions.
- With CPO, manage the negotiation and execution of agency contracts with funding sources, vendors and collaborative service providers.
- Manage the agency’s liability insurance program, including ongoing risk analysis.
- Analyzing company’s financial results with respect to profits, trends, costs, and compliance with budgets. Issue regular status and ad. Hoc reports to executive management.
- Providing strategic guidance around capital financing options to support company growth needs.
- Developing and coordinating all relationships with lending/financial institutions.
- Assisting senior and executive management in financial planning and results management. Work with other team members to understand revenue and cost drivers and define appropriate reports for tracking.
- Work with HR to review efficiency/effectiveness of employee benefit programs, seeking approaches to lower costs where possible and consistent with required quality levels.
- Coordinating, preparing, and reviewing monthly, quarterly, and annual reports.
- Oversee and lead annual budgeting and planning process, administer, and review all financial plans and budgets’ monitor progress and changes; and keep executive leadership team abreast of the organization’s financial status.
- Coordinate and/or preparing tax schedules, returns and information.
- Review and supervise risk management activities.
- Managing all tax planning and compliance with all required federal, state, local, payroll, property, and other applicable taxes.
- Coordinate and manage audits

ACCOUNTING:
- Work with members of the accounting team on payroll. Ensure compliance and submit applicable reports to the Internal Revenue Service, Texas Workers Compensation, Texas Workforce Commission, and other regulatory entities.
- Developing and maintaining all necessary accounting polies and systems, including general ledger and financial reporting. Ensuring that records are maintained in accordance with generally accepted accounting principles.
- Monitor the internal fiscal, purchasing, and personnel administration in compliance with federal, state, and local law, regulations, and interpretations, and ensure that agency policies and actions remain in compliance.
- Manage accounting control systems and internal audits enduring the accurate and timely production of accounting information and financial reports.
- Oversee procurement process. Maintain inventory control. Maintain computerized accounting and internal control systems.
- Oversee the agency’s banking activities and actively manage cash flow to ensure it meets ongoing and longterm agency needs.
- Monitor changes in legal, regulatory and administrative environments and implement changes in procedures and needed to maintain compliance while maximizing operational and financial results.
- Perform other duties as assigned.
REQUIRED KNOWLEDGE, SKILLS, ABILITES & OTHER CHARACTERISTICS:
Knowledge Of:
- General accounting and financial reporting procedures in accordance with state regulations.
- General understanding of Human Resources related laws, regulations and practices.
- Payroll reporting and processing of payroll taxes.
- Employee benefits, including the management of health care and retirement plans.
- Current Health Care sector environment and trends.
- General office software, particularly Microsoft Office Suite, and accounting software packages.
Ability To:
- Manage and oversee all aspects of the financial/accounting management function.
- Create, analyze and report on financial statements and budgets.
- Supervise staff, develop job descriptions and provide performance evaluations and improvement plans as needed.
- Analyze and solve problems effectively and efficiently.
- Work well with, and be responsive to the needs of, colleagues, the Board of Directors, funding sources, other provider and partner organizations.
- Manage priorities effectively to meet deadlines and demonstrate multitasking skills.

QUALIFICATIONS
- A bachelor’s degree in Accounting, or Business Administration with a minor in Accounting from an accredited college or university. CPA and a Master's Degree a plus.
- Five to seven years of senior management experience with a nonprofit organization with operations in excess of $5 million per year OR
- Ten years’ experience in governmental and/or fund accounting and extensive knowledge of grant accounting requirements.
- Five years supervisory experience.
- Working knowledge of information technology and systems development.
- Must be: highly ethical with a high level of integrity; selfmotivated; dependable and reliable; detail oriented, ability to interface with staff, other senior management and all stakeholders.
- Must possess a valid driver’s license.
