Position Description
The Harris County Flood Control District is seeking qualified candidates for the Property Manager position, which is responsible for the day-to-day management duties of the District’s right-of-way (ROW).
Essential Functions & Duties:
- Identify channel maintenance repair solutions, costs, priorities, and schedules.
- Monitor, define, and direct channel maintenance activities along various channel systems within assigned territory.
- Develop and maintain programs and plans for the maintenance of the District’s drainage facilities.
- Monitor flooding events and assist in the documentation of such events.
- Handle and investigate requests from County residents, government entities, and internal requests pertaining to the District's infrastructure.
- Handle requests for use and obtain rights-of-entry from private landowners to facilitate proposed channel maintenance activities.
- Prepare correspondence and reports in response to various internal and external letter requests.
- Research the District's archived information, property rights, construction plans, historical data, and existing right-of-way information.
- Obtain County Attorney’s legal opinion on right-of-way issues, if needed.
- Communicate with the public and various governmental representatives.
- Provide updates to management on ROW activities, status, issues, and provide recommendations.
- Provide budgeting information in support of the District’s annual maintenance budget.
- Assume additional responsibilities as required, adapting to the District's evolving demands, responsibilities, needs, and objectives.

Requirements
- Requires a high school graduate or equivalent.
- Requires experience using geographic software such as ArcGIS and/or GPS.
- Requires five (5) years of verifiable experience in drainage or flood control or similar field, including interpreting drainage and flood control construction plans and/or repair and maintenance of drainage and flood control infrastructure.
- Valid Class "C" Texas Driver’s License
- Excellent communication skills and willing to speak in public forums to deliver intended messages effectively.
- Strong skills using project management tools and systems.
- Good diagnostic and troubleshooting skills to solve work problems, advise on technical questions, and/or difficult work solutions.
- Requires analytical skills in applying guidelines, policies, and precedents and adapting standard methods to fit facts and conditions.
- Familiarity with software applications such as SharePoint and Adobe Acrobat Professional
- Work independently and as a team member, in an office environment, with limited to no supervision, relative autonomy, and general review.
- Be a self-starter; assume ownership in setting goals, organizing work, and completing assigned tasks.
- Ability to manage a variety of concurrent responsibilities and activities efficiently.
- Work well under pressure, adhering to tight deadlines and accuracy/quality standards.
- Utilize good time management skills and effectively prioritize and manage multiple tasks/initiatives.
- Solve simple mathematical problems that may be required in everyday work situations.

Preferences
- Prefer an associate degree or higher in construction management, civil engineering, technology, or an equivalent curriculum; two years of experience may be allowed for each year of education if in the same field.
- Experience in construction inspection of drainage and flood control facilities is a plus.
- Bilingual skills in English/Spanish are a plus.

- Frequent stooping, bending, reaching, lifting, and carrying items up to 11 pounds and occasional lifting of up to 50 pounds.
- Frequent standing and walking; prolonged sitting for extended periods of time.
- Frequent sorting, filing, shelving, and handling documents, books, files, file drawers, and related materials and equipment are required for clerical operations.
- Frequent driving of a vehicle with automatic controls; occasionally ascending/descending stairs.
- Work is generally divided between a normal office environment with acceptable lighting, temperature, air conditioning, noise levels, and outdoor performing field investigations.
- Frequent walking up and down steep slopes of ditches or on rough and uneven surfaces or ground such as sloping terrain, plowed or furrowed areas, or construction sites.
- When at field locations, may be exposed to significant levels of heat, cold, moisture, air pollution, wind and dust, wildlife, and flying/walking insects, vibration, and/or noise in excess of 85 decibels.
Employment may be contingent on passing a drug screen and meeting other standards.
