About the Office of Commissioner Rodney Ellis There are four precincts in Harris County. The four elected commissioners, along with an elected county judge, serve as members of Harris County Commissioners Court, the administrative head of the county’s government. Commissioner Rodney Ellis represents the constituents of Precinct One.

With approximately 1.17 million residents, Harris County Precinct One is a diverse, urban precinct that covers 363 square miles. Precinct One’s multi-racial, multi-ethnic population is roughly 33 percent African American, 38 percent Latino, 21 percent Anglo, 6 percent Asian and 2 percent other or multiple races. Precinct One stretches south to Brazoria County and reaches into eastern and northern sections of Harris County. The Precinct’s territory includes a large section of Downtown Houston, including the Downtown Harris County Courthouse Complex, Toyota Center, Minute Maid Park and the BBVA Compass Stadium. Other notable landmarks include the 263-acre NRG Park Complex and the renowned Texas Medical Center. The Precinct is also the higher educational home to Houston Community College, Rice University, Texas Southern University, the University of Houston and the University of St. Thomas. Precinct One manages more than 21 parks, 10 community centers, numerous hike-and-bike trails, three maintenance service centers and several area offices, all of which provide an array of services to Precinct One residents.

What you will do at Precinct One:
The Community Affairs Advisor will work collaboratively within a team to support the implementation of strategic goals for engaging and empowering the community. The coordinator will work within a defined geographical region with Precinct One.

Essential Duties and Responsibilities:
  • Develop and maintain relationships with constituents and organizations in assigned region through strategic outreach (one-on-ones, tabling at relevant events).
  • Produce timely and well-researched written reports to ensure that community needs are an integral part of the larger Precinct decision-making process.
  • Clearly and consistently communicate community needs to the Regional Managers through weekly reports, proposals, and memos as needed.
  • Create and execute regional direct action plans to improve civic engagement and empower communities. In partnership with the Community Affairs Manager, use the reporting matrix to accurately assess successes and areas of improvement.
  • Serve as a community relations liaison between residents and the Office of Precinct One, representing the office at community events by presenting certificates and resolutions and/or speaking publicly.
  • Serve on project teams to execute short-term and long-term community engagement projects with excellence.
  • Develop an understanding of policy priorities and can communicate clearly and compellingly around policy issues affecting the Precinct One community.
  • Other job duties as assigned.

Requirements

Education:
  • Bachelor’s degree.
  • Experience may substitute for education
Experience:
  • One (1) to three (3) years of experience in addressing constituent concerns, or community engagement or outreach.
Knowledge, Skills, and Abilities:
  • Proficiency in Microsoft software applications which could include Outlook, Word, Excel, PowerPoint,and SharePoint.
  • Knowledge of ways to engage communities and perform outreach efforts.
  • Skilled at initiating conversations with various stakeholders to find out important matters to them and their communities.
  • Ability to synthesize complex information from multiple sources and develop recommendations rooted in social and racial justice.
  • Ability to write concisely.
  • Ability to evaluate trends and make suggestions for improvement of community-related programs.

General Information

Hours:
  • Full-time | Regular
  • Monday - Friday | Evenings and weekend will be required at times.
Work Environment:
  • This position includes standard office work which may require remaining stationery and working at a computer workstation for extended periods.
  • Will generally perform duties in an office, though sometimes at external event locations
  • Occasional travel within Harris County
