Basic Function

Responsible for developing a working partnership with METRO’s business unit staff to determine the IT systems and resources required for business units to achieve their strategic and tactical goals and objectives. Makes formal presentations, and documents recommendations and findings to senior staff. Assists in the preparation, review, consolidation and reporting of the IT operating and capital budget and business plans. Performs duties in a safe, efficient manner and in compliance with all applicable rules and safety procedures.

Responsibilities and Specific Duties

  • Provides primary managerial direction and performs personnel administrative functions of direct report staff (e.g.) training, supervising, work assignments, timesheets, performance evaluations, etc.) for the purpose of maintaining necessary staffing, enhancing productivity of staff and ensuring necessary department outcomes are achieved.
  • Manages multiple, complex projects concurrently using in-house IT resources, business unit resources, outside vendors and contract resources as required.
  • Evaluates user requirements/upgrades/enhancements and the potential technology solutions to satisfy those requirements. Presents findings including cost-benefit analyses, life-cycle project costs, etc. to IT and business unit management for review.
  • Manages and prepares detailed specifications and project plans to provide for system implementations/upgrades/enhancements; and ensures that standard control procedures are followed.
  • Tracks the status of multiple projects to ensure timely delivery and adherence to budget.
  • Communicates progress on projects, resource utilization, adjustments to project plans, and resource availability to the project sponsor, business unit resources, and management.
  • Ensures all recommended and implemented solutions are consistent with IT guidelines, procedures, strategic plans, goals, and objectives.
  • Identifies and implements staff and business process improvements to meet the goals of both IT and METRO.
  • Manages the system implementation/upgrades/enhancements, testing, and installation of technology solutions.
  • Leads committees in collaboration with other business units to support IT’s and METRO’s strategic and tactical goals.
  • Provides excellent customer service to METRO internal and external customers.
  • Applies SMS (Safety Management System) methods and principles in daily routine and supports all aspects of the agency’s Public Transportation Agency Safety Plan (PTASP).
  • Promotes safety awareness and follows safety procedures to reduce or eliminate accidents.
  • Performs other job-related duties as assigned.

Education Requirement

Bachelor’s degree in computer science or related field.

Years & Experience Required

Minimum six (6) years’ direct experience in Information Technology with multiple, complex systems which includes large enterprise software solutions, and associated components. Minimum three (3) years’ supervisory/lead experience.

Knowledge & Skills Required

Highly competent in all areas of project management in an IT environment including the ability to organize, manage, coordinate, and implement technology solutions. Demonstrates strong, strategic business focus and the ability to present and sell ideas to senior management.  Strong written, oral, and listening skills are required to present recommendations and projects to senior management. Strong decision-making skills including ability to make decisions quickly even when there is risk and uncertainty.  Transportation industry knowledge and experience is desirable. Proven track record managing highly technical IT professionals in a heterogeneous network and applications environment is required. Experience with public transportation systems such as fare collection, planning and scheduling, paratransit, vehicle location, on time performance or vehicle arrival time projection preferred.
