Senior Entitlements Management Analyst
ABM is hiring a Senior Entitlements Management Analyst to lead governance and compliance for paid time off (PTO) calculations, wage and hour rules, and entitlement policies within the ABM Entitlement Management System (EMS). This role serves as a subject matter expert (SME) and strategic partner, ensuring compliance with union collective bargaining agreements, Federal, State, and Local Government laws, and customer agreements.
The Senior Analyst will also drive compliance programs around minimum wage, Living Wage, Prevailing Wage, California Meal and Rest Breaks, and Healthy San Francisco. This position will lead rollouts and configuration of new software using the ePay timekeeping system, while mentoring junior analysts and influencing process improvements.
A successful candidate will demonstrate advanced analytical and organizational skills, strong leadership, and effective communication skills necessary to maintain the Entitlement Management System. The ability to collaborate with Accounting, FP&A, Human Resources, Legal, Software Developers, Project Management Office, and Operational Managers.
This is a Hybrid Role (in-office Mon-Thu) based out of our office located at 14141 Southwest Freeway, Sugar Land, TX 77478.
Primary Responsibilities:
- Own governance for Union, Statutory, and Customer PTO rules in EMS and UKG Dimensions.
- Lead configuration and testing for ePay timekeeping system.
- Conduct impact analysis for new union agreements and statutory changes; recommend process improvements.
- Develop advanced reporting and analytics for executive leadership on compliance and entitlement metrics.
- Mentor junior analysts and provide SME support across payroll and entitlement processes.
- Drive automation initiatives to reduce manual entry and improve data integrity.
- Create Standard Operating Procedure (SOP) and documentation for automation initiatives as needed.
- Lead cross-functional compliance projects (e.g., California Meal/Rest Break, Healthy San Francisco).
- Partner with Legal and HR to resolve complex compliance issues.
- Reconcile monthly PTO balances with balance sheet accruals and research discrepancies.
- Audit EMS PTO balance calculations and research errors.
- Assist IT Developers in resolving code issues leading to reporting errors.
- Coordinate wage adjustments and compliance programs across departments.
- Asist with team member inquiries concerning PTO balances and payout practices.
- Special projects and other duties as assigned.
Education and Competencies:
- Bachelor’s degree required; advanced degree preferred.
- 5+ years of experience in payroll compliance, entitlement management, or related role.
- Expert-level MS Excel (macros, pivot tables, Power Query, advanced formulas, VBA/SQL coding language, or can complete data entry for 3 to 5 CBAs a day. ).
- Experience with ePay Timekeeping is preferred. If candidate does not have ePay experience then experience with cloud based SaaS timekeeping systems is required.
- Strong data analytics and reporting skills for executive insights.
- Proven ability to lead cross-functional initiatives and influence stakeholders.
- Excellent communication skills and ability to work with all management levels.
- Detail-oriented with strong problem-solving, organization, and leadership skills.
- Ability to work within deadlines in a fast-paced environment.
