DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The City Traffic Engineer is a key leadership position with Houston Public Works, responsible for overseeing an extensive range of services that include preparation and review of traffic studies, traffic impact analyses, planning and warrant assessment of traffic control devices and development of effective and safe solutions. The City Traffic Engineer ensures the Service Line goals are in alignment with the Department and City’s objectives & policies, and are accomplished with efficiency, quality and by a qualified team under a professional and responsive work environment. Essential responsibilities include:

  • Coordinating, reviewing and approving the development of an effective traffic management system including new installations and modifications to traffic control devices and traffic calming devices, 
  • Conducting evaluations of daily traffic operations and safety concerns, and recommending mitigation measures (e.g. signal warrant analysis, crosswalk warrant analysis, roadway/intersection safety audits, etc.)
  • Conducting Design Concept Reports (DCR) to prioritize and establish design scope for transportation projects,
  • Reviewing traffic reports, traffic control plans, planning reports, and design plans from Capital Projects, City Engineer’s Office, applications from the Joint Referral Committee, designs by external agencies, among others,
  • Supporting the Planning and Development Department with reviews of mobility plan changes, sidewalk variance requests, livable studies, etc.,
  • Managing various traffic programs such as the Neighborhood Traffic Management Program, School Zones, Railroad Quiet Zones, etc.,
  • Overseeing updates to traffic and transportation chapters in the City’s Infrastructure Design Manual as well as preparing any associated ordinance modifications,
  • Preparing and supporting preparation of applications for local, state, and federal transportation grants,
  • Reviewing and providing input on transportation related bills proposed at state legislature sessions,
  • Establishing, supporting and managing a team of traffic and transportation professionals by efficiently planning and budgeting for resources to deliver the Branch’s responsibilities.
  • Serving as the City’s Traffic Engineer of Record on all official traffic and transportation issues related to the City Code of Ordinances and State Laws, and representing the Department and the City in traffic and transportation coordination matters with internal and external parties. 

WORKING CONDITIONS
The position is physically comfortable; the individual has discretion about walking, standing, etc.

This is a Houston Public Works Emergency Management position at the Tier I Level.

MINIMUM REQUIREMENTS

EDUCATION
Requires a thorough understanding of both theoretical and practical aspects of an analytical, technical or professional discipline or the basic knowledge of more than one professional discipline. Knowledge of the discipline would normally be obtained through a formal four-year degree from a college or university or an equivalent in-depth specialized training program that is directly related to the type of work being performed.  

EXPERIENCE
More than ten years of experience are required in progressively responsible professional work directly related to Public Works operations, with at least four years in a management capacity.

LICENSE 
A Professional Engineer in the State of Texas

PREFERENCES

Preference will be given to applicants that possess:

  • Professional Traffic Operations Engineer (PTOE) certification is required.
  • Over 10 years of management experience.
  • Specialization in traffic and transportation preferred.

**Preference shall be given to eligible veteran applicants provided such persons possess qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
